This is for communal issues only. Callouts are charged back to the owner if deemed a non-emergency or not related to the communal area of the building.

If you need to access your electricity meter the code to the cupboard is C3465.

Access to the meter cupboards is restricted due to health and safety reasons.  It is your responsibility to ensure the door is firmly closed and locked when you exit the area. 

PARKING PERMITS

Permits are issued to the property owners directly from ParkWatch. It is the responsibility of landlords to then share these with tenants.

PARKING RESTRICTIONS

Parking is controlled by ParkWatch.  If the lease to your property does not have an allocated parking bay, then you are not permitted to park in The Quarter and should find alternative parking off site.   There is no visitor parking and exemptions are only granted under exceptional circumstances such as furniture deliveries, contractors etc

For reasons like this you need to contact us  in advance of the parking event so that we can exempt the vehicle.  We will need the registration number and the date and time the event will occur ahead of it happening by emailing admin@pbem.co.uk  

We need sufficient notice as the exemption is only valid if you have received a confirmation email ahead of the event. 

We recommend at least 2 working days notice as Paramount are not able to have fines wiped after an event.

Paramount have no authority to get fines waived. If you have received a penalty notice then you should email: disputes@parkwatch.co.uk

The Management Company is very proud of the raised garden – something that is extremely unusual for an apartment complex. There has been a great deal of effort and money put into making it a pleasant place for all residents to enjoy.

In return, we simply ask that you treat the area with respect: do not damage anything and do not leave rubbish behind after your visit.

BBQs or fireworks are not permitted in any exterior areas of the development. This includes balconies and the raised garden.

Lease Violations

If a fellow leaseholder is in breach of their lease agreement, we can issue a formal reminder. However, our authority to enforce lease terms is limited. Persistent breaches may lead to legal action, but in most cases, a reminder is enough to encourage compliance.

Resolving Disputes

In most situations, the best approach is to speak with your neighbour in a friendly and constructive manner to resolve any concerns. Open communication can often prevent disputes from escalating.

Bicycles should be stored in the racks provided. They should not be kept in the building.


Any that are deemed to be abandoned will, after checking their true status, be removed from site and offered to a local charity

Please collapse cardboard boxes to allow space for others.

The following items must NOT be placed in bins, but should be taken to the Council recycling centre at Bumpers Lane:

Electrical items, Building materials, such as ceramic tiles, wooden doors, bathroom panels. Furniture and bedding of any kind.

Residents are reminded to keep the bin areas clean and tidy. Out of respect to others and to lessen the risk of vermin.

Bulky waste must be taken to the local tip by the property owner and must not be dumped in the communal bin areas.

Access to Blocks 1 to 7 is via fob, key or key code.

Access to Block 8 is via fob only for security purposes.

Replacement fobs are available at a cost of £30, subject to proof of entitlement.

Replacement pedestrian/vehicle gate fobs cost £30

Replacement post box keys/barrel this costs £70

PARCEL DELIVERIES

It is a fire risk to leave parcels in the reception areas of the apartments blocks.  EGERTON STREET (CHESTER) MANAGEMENT COMPANY LIMITED will not be responsible for any lost deliveries.  It is important that you get parcels delivered to your door or arrange for offsite solutions such as:

EVRI allow you to select the option of delivering to recipient store, the nearest one is the Newsagent by the bus station.

YODEL will deliver to Morrisons on Brook Street.  You will need to select which option you prefer at the time of payment.

AMAZON have lockers dotted round the city that you can collect from. You would probably select this at checkout/basket stage of your transaction.

Well behaved pets are generally tolerated at The Quarter. However, under the terms of every lease, pets cannot be kept at The Quarter. The only way to avoid breach of lease is to take the following steps:

If you are renting, you will need the written permission of your landlord. Your landlord must apply to the Freeholder for permission for you to keep a pet.

If you are a leaseholder, you will need to apply to the Freeholder for permission. You can do this by emailing: consents@fmplc.co.uk

Please note that there is a fee payable to the Freeholder for this service. You should contact them to ask how much this is.

Pets must be kept under control at all times and should not be allowed to use anywhere on site as a toilet.

The Service Charge is set by Egerton Street (Chester) Management Company Limited annually and approved by leaseholders at the Annual General Meeting.

In accordance with the terms of each lease, Service Charges must be paid either as a one-off sum at the beginning of the calendar year, or by monthly standing order.

There are no other payment options.

Paramount are the agent of the management company. They do not set the amount due they simply collect in the amount due on behalf of the management company of which leaseholders are members.

Concerns have arisen regarding the validity of certain EWS1 forms.

Tri Fire Ltd, a fire engineering firm, has come under scrutiny after one of its engineers was suspended. Consequently, some lenders are rejecting EWS1 forms issued by this company, affecting homeowners’ ability to sell or remortgage their properties

The Quarter had an EWS1 form completed by this company and it is now invalid. To renew it will cost in excess of £35,000.

An EWS1 form (External Wall System) is a fire safety assessment used to evaluate the materials and construction of a building’s external walls, including cladding. It was introduced in response to fire safety concerns following the Grenfell Tower tragedy and is primarily required for residential buildings over 18 metres. The form is completed by a qualified fire safety professional and helps lenders determine whether a property is safe for lending purposes.

Recent data indicates a decline in the necessity for EWS1 forms:​

Between July and September 2024, only 8% of mortgage valuations for flats in the UK required an EWS1 form.

The directors are currently assessing whether it is necessary to allocate £35,000 of leaseholder funds for a new EWS1 form.

It should be noted that the buildings at The Quarter are under 18 metres in height, which is below the threshold where EWS1 certification is generally required under current regulations.
